Black jack paint its a dirty horrible job! 2 coats and then you should be good. Other option if the house is a keeper, dig the floor out and relay it, with some insulation....Be alot warmer to lay on

Not sure if it will help you Ray but if you know a good builder, there something used, when your " Tanking " the walls, which is great stuff  Clayton.
