Yes, you just need a drop out vent to the outside, essentially a hole in the floor with a grill over it next to the cylinder. LPG is heavier than air and, as a result, any leakage will drain away through the drop out vent to the outside of the vehicle rather than building up inside the container.

You don't actually need a gas locker as such, many camper vans don't have a separate gas locker, the gas bottle simply lives in a cupboard with a drop out vent in the floor. The gas locker provides another level of safety and provides a secure way of mounting everything. http://www.yorkshireoffroadclub.net/
