You're spot on Gilarion but as Brendan rightly points out it's the Crown Prosecution Service that holds the key. They will only prosecute if they are sure of a conviction and that unfortunately means that poor old Mr Plod has to gain a whole stack of evidence hence why they have been on it for 18 months. Unfortunately if the CPS are successful in gaining a conviction they are only punishing the small fry - the big fish who are making big bucks just don't get caught. Sad but a fact of life.

We just have to keep adding to the layers of security to keep our pride and joy safe.
