The interior light is 12v, there is nothing on your vehicle that is 5v.
I would presume that there is something within the cigar lighter plug that reduces the voltage.
Probably best to buy a cigar lighter socket that is prewired that you can plug into - like this:

(I'm not suggesting this is a good one, it is only an example)
You could then hardwire that (through a fuse) to an ignition controlled circuit - the interior light circuit is permanently on.
