just had this recon box ,is the welding normal on these boxes ?

Steering box bodies are cast and should have no welding. It is possible (but difficult) to weld cast materials and I would not expect any welding to take place during reconditioning (it is unlikely to be cost-effective).

That being said, I can't actually see the weld you are alluding to in the photo but I am viewing it on a phone.

I think what you're seeing are the marks left where the excess material has been removed following the casting process rather than a weld. 2014 110 2.2TDCi XS Station wagon
