Koni or Bilstein or Fox with 1" lowering spring for on-

Sorry if these have been compared before but there are so many answers out there. Was wondering if there's a general view.

Trying to decide which shocks I should get for on-road use. I've driven the Bilstein before and found them quite hard. How are the Koni and Fox compared to the Bilstein, when used together with a 1 inch lowering spring.
