Unless they've changed things there is no adjustment for the height of the top seatbelt loop. The plug above it is a trim fastener. The welded nut plate that the seatbelt loop attaches to is a permanent part of the B-pillar and isn't moveable unless you want to start cutting and modifying it.
This is the case for my 1993 110 CSW, and I'm assuming all CSWs since then but they might have added this functionality. Doubt it though
