2009 Defender 110 Puma 2.4 XS CSW Stornoway Grey

Extra rings on multi-height tow bar

I have an LR multi-height tow bar on the 110, but am slightly stumped by the two rings that look to be welded to the mount plate -- are they suitable for towing? They don't look quite strong enough for recovery points, but I don't have any experience there. Or are they just extra tie points for a trailer's safety cable?
