I can't advise on that particular bumper but, with some careful measuring and patience with a drill, grinder and a file you can cut the holes yourself for drls. I did one for myself, worked great but the look wasn't for me.
Don't know if I will be shot down for this but most companies use ring aroura drls, got mine as shop soiled stock for £30 off the bay. I agree, I did mine with a drill and rotary file to cut the holes. Careful measuring and patience is the key.

I made the mistake of buying one from bolt on bits,it was a nightmare to fit,brackets didnt line up and had to be repositioned, then sections of the upper part of the bumper were too close to the svx headlamp surrounds and more cutting back was needed,happy with the end result but it was a ball ache to fit.
