If the costs of failed prosecutions is too high, perhaps they might think about whether the potential prosecution is valid before they proceed.
If this comes into force if you happen to fall foul of a copper having a bad day you will have no real option of denying the fixed penalty unless you can afford court costs too

That's a nice system. So probably nobody will fight the penalties anymore as legal cost are most of the time higher then the actual penalty. Roel

I almost can't believe that hasn't caused more of a stink.

What happened to innocent until proven guilty? Now becomes innocent but broke until proven guilty and broke. One that started out as a 2.4 TDCi 110 XS
