What dictated the height of the rear floor ?

I should, but I really really REALLY want to get out of the UK. This weather is killing me and Peterborough sucks really badly.
Height of my 6th spare wheel/tyre. It's going under the platform and it's just a bit higher than the drawer. I really didn't/don't want anything on my roof.
