I did a short stint as a recovery operator. 25ft 7.5t Mercedes Artego with a tilt slide bed. I had 3 days training and riding with another driver before my first shift on me ownsome. As the Ops manager left for the day I saw & heard him say to the controller, "do not send him (me) out on motorways - he hasn't had the H&S training".
3 hrs later, call comes in. Lift from the motorway. I replied I couldn't, as not done the H&S. Told "it's easy, just put all the ligjhts on and get out the passenger side" . Still refused and then it got unpleasant. I relented and did the job. Completed it and then finished shift. On returning I went in, passed my Hi Vis stuff back and said to the controller "I quit". Put it in writing and stated the reasons. I got apologies, and requests to come back, but I stated that I'd rather be unemployed than dead thanks to some d***head who doesn't understand instructions and basic H&S.
In reality you make a choice as a driver. You pick up a phone to do a quick read of that all important text message. Or just drive that last hour to get home, even though you are so very tired. I sympathise with drivers in a predicament, but it sits with one person.
