20 amp HAZ / INT.LP RADIO fuse

Hello,
Can anyone tell me what the 20 amp HAZ / INT.LP RADIO fuse’s function is? I have a 1999 Defender Td5 110. I have the wiring diagram, but to be honest I suck at reading them.

I have an Exmoor seat heat kit I’m installing. Unfortunately, I glued my carpet down and I really don’t want to pull it up to get to the fuse box beneath the dash. It would be much easier to tap into the HAZ / INT.LP RADIO fuse under the seat, but I’m not sure what it does and when it is energized.
