I'm sure that if you used a strong enough axle with a 3 point linkage found on the front of many tractors as all the lift is provided by a pair of single acting rams for the lift and gravity for the drop. Some do use double acting rams(power up and down). Just need to provide a hydraulic power supply, a 12v hydraulic pack such as found on tail lifts on delivery lorries would be more than adequate for a pair of single acting rams and would only run when lifting and would work with double acting rams with a suitable spool block. There is allways the option of those power packs you hire with concrete breakers which run all the time recirculating hydraulic oil under pressure, sorted again with a suitable spool block.
