There are some tests you can do if you have.

Check there isn't a high resistance to the earth, the earth is common so could affect a lot of things.

they wipe on both speeds, don't park, nor work intermittently.
They don't wipe when you spray the washer either.
I'm thinking wiring! |

Relay changed, and no change. Still doesnt park or work on intermittent!
Hitting and swearing now starting!
