Fitting size on steering box

Can anyone tell me the correct spanner sizes for the pipes into the top of the steering box please?

I tried a 15mm on the smaller one and it was a bit to big, so I tried a 9/16" which seemed better but not great.

Can I assume they are 9/16" and 5/8"?

I think I will have to butcher a couple of ring spanners because I cant get any purchase on opened ended spanners.
